Jay,

These agendas for the meetings on June 25 and 26, look rather promising.
Looks like Due Process may get some serious consideration, after all.

We need people that can help us take down AB252. Each person will need to
use a form letter that NCFM, LA will  provide to get 100 signatures from
local constituents. The objective is to generate public support in favor of
SB1030 and against AB252. It is our opinion that AB252 is a fake bill
generated by the opposition to trick, deceive, and oppress innocent people.

The person will solicit the public constituents in their assigned
County(ies) to sign a letter that opposes the sham bill (AB252) which will
further victimize families. All that should be necessary is to aggressively
ask for signatures in a friendly manner. The public is very much in favor of
using DNA testing to allow the victim of paternity fraud to obtain relief.

We expect that this will be about 6 hours of work to gather the signatures
in each county and send or fax the letters to the Assembly Committee of
Judiciary Member. We will also want a Xerox copy of the letters because the
opposition is playing dirty and may hide the letters from the committee
members.

Be aware that the opposition is telling every lie, playing every dirty
political trick, cheating, breaking their own rules, and seeking to further
oppress paternity fraud victims and their families.

It is expected that we must have this done in about 2 weeks or less. The
opposition to paternity fraud is very tricky and will stop at nothing when
playing their dirty tricks.

Your support will make the difference. Together, as a member of the
California Men's Issues Coalition we can put a stop to paternity fraud and
obtain legislative relief for the victims and their families.

Best Regards,

Jeff Kent

June 4, 2003

Dear Honorable Assemblyperson,

NCFM is responsible for forming a coalition of paternity fraud victims, and
we have been encouraging the legislature to pass law that will permit the
use of DNA testing to overturn an incorrect default paternity judgment. The
coalition consists of ACFC, NCFC, VFPF, RAAPF, CAPF, and more groups that
address issues affecting families. Our coalition represents over 50,000
people nationwide.

The coalition would like to thank you for withholding your vote on AB252,
which helped cause the bill to be defeated. However, the bill is up for
reconsideration. Therefore, the coalition is asking that you and legislative
allies again withhold your vote on AB252 for the following reasons:

1) It is not believed that AB252 represents of the work product of the
paternity workgroup unless it is to be believed that the voice of the
paternity fraud victims do not count.
2) Ms. Jackson has a history of opposing legislation that will provide
relief to paternity fraud victims.
3) The language will permit or encourage false allegations of notice in a
biased court against an alleged father. This means that paternity fraud will
continue to increase.
4) The language harms the poor by shortening the time period for challenging
a judgment from one year to two years as compared to SB1030.
5) The poor cannot reasonably be expected to respond within a two-year time
period when they are representing themselves.
6) The bill falsely assumes that victims of paternity fraud will be able to
afford an attorney.
7) AB252 continues to victimize families by keeping the cost of litigation
high. It should not cost more than $800 to overturn an incorrect default
paternity judgment. Currently, the cost can easily exceed $15,000.
8) It is the opinion of the coalition that Ms. Jackson has a covert
coalition with the opponents of paternity fraud legislation.

Please encourage all Democratic assembly members to withhold their vote on
this bill. The coalition believes that paternity fraud is a serious issue
that harms families and children. Therefore, addressing the issue should
consider first the concerns of the victims and secondly the interests of
large bureaucratic organizations like the DCSS and the opponents of relief.

Best Regards,

DRAFT 2001 REVIEW OF CALIFORNIA'S STATEWIDE UNIFORM CHILD SUPPORT GUIDELINE

available on line at

http://www.courtinfo.ca.gov/programs/cfcc/programs/description/1058study.htm

COPS believes that the suggested modifications amount to nothing more than gerrymandering, and will only serve to delay the real reforms needed.

COPS   The Coalition of Parent Support is a state-wide, California political organization  for those who believe that children do best when they have a healthy relationship  with both their mother and their father. We believe in joint custody and shared parenting after divorce, reasonable levels of child support, and individual  responsibity.

We combat media portrayals of fathers as deadbeats and abusers, and fight government's desire to become involved in families when it's neither  required nor constructive.

We sponsor and support legislation that advances our cause, and participate on panels and task forces at both the state and the local level that seek to support parent involvement in all aspects of children's lives, and we expect our members to support our mission by making their voices heard  in the halls of government. We also support the elected officials who stand  for justice and equality, and fight those who don't.
